His expertise includes complex projects planning incl. communication strategies, management of large international teams, and political negotiations at international level including United Nations bodies. Scientifically, he focuses at drug epidemiology and monitoring of the drug situation, planning and evaluations of drug polices, and the research in the medical use of cannabis and cannabinoids. Tomas has been a Project Leader or Principal Investigator in numerous EU and UN projects around the world, as well as in projects funded by USAID and the Czech Developmental Agency in countries of former Soviet Union. He served as Drug Policy Advisor to the Czech Parliament (1998-2011), and as International Drug Policy Counsellor to the Czech Ministry of Interior (2006-9). Since 2014, he has served as Advisor on Drug Policy to the Czech Prime Minister and as the Special Envoy of the Czech Minister of Health for the Implementation of Medical Cannabis into the Czech Medical System and on Drug Policy. Since December 2015, he is a Member of the Management Board of the European Monitoring Centre for Drugs and Drug Addiction, elected by the EUropean Parliament.
